Federal Government Shutdown

The federal government shutdown poses a challenge for AAPOR members who submitted abstracts to the 2019 AAPOR Annual Conference and who are furloughed. Because of the shutdown, many of these AAPOR members are not allowed to use email and RSVP as to whether they are accepting or declining the offer to present per the abstract notifications sent on January 8. The abstract RSVP deadline is January 30. (Note that about 50 abstract submitters were accepted with their session information TBD. Such submitters will still have an RSVP deadline of February 19.)

On behalf of the conference organizers, our goal is to support furloughed workers as much as possible. To that end, we are modifying the normal process as follows:

  • For accepted abstracts on which the first author is furloughed and no RSVP has been received, we will proceed as though the author accepted the invitation to present. Such abstracts will remain in the program unless we hear from the first author that they will not be attending the conference. We will rely on author affiliation (specifically affiliation with a federal agency) to determine as best we can who is furloughed. Using affiliation may be imperfect, with false negatives and false positives regarding furloughed status, but it is the most practical and feasible approach.
  • All RSVP information that we have received will be processed as usual. So, if a furloughed first author already RSVPed to decline the presentation, that declination will be honored.
  • The procedure change affects ONLY presentations with a furloughed first author. The RSVP deadline remains in place for conference abstract submitters who do NOT have a federal agency as their affiliation. Per normal conference procedure, if a non-federal submitter fails to RSVP, we will assume that they are not attending and will seek to replace them in the program.
  • If you are not furloughed but have a co-author who is, please pass along this information to them.
